Dead hard drive after hurricane

I have a HP Envy TS 17 notebook PC in which my hard drive completely died. I just got a used one but completely clean from an eBay vendor. My problem now is no OS. I had W8 in the damaged drive but any other OS will do until I get upgraded to W8 or W10.

Can anybody direct me into how to get a boot disc or whatever I may need to get it going.

This all happened when picking things up before the hurricane Maria made landfall here in Puerto Rico. Finally I got electricity back and also...
