System not working with all 4 RAM modules installed

I wanted to get more bang for my bucks, so I did a computer build. Parts used were; GIGABYTE GA-H170-D3HP Motherboard, Intel Core i7 Skylake Processor, Samsung SSD 850 EVO, Corsair 750W Power Supply, and the Corsair Vengeance 32GB (4 x 8GB) Memory. I’m having an issue with the DDR4 memory, when I install all 4 memory modules, the computer will not boot up, it only cycles on and off, with no indication on the monitor. It seems to only work with 2 memory modules (16GB) installed.
